Requires agreements for minisatellite wagering sites to explicitly specify which live in-state races will be provided by associations or fairs to the sites, in addition to existing requirements for out-of-zone, out-of-state, and out-of-country races.

Makes nonsubstantive changes including renumbering obsolete subsections, replacing "those" with "persons," and changing "prior to" to "before" for consistency.

Adds "and horsewomen's" to references regarding the horsemen's organization responsible for negotiating purse agreements with associations or fairs.

Deletes obsolete language regarding temporary approval conditions for northern zone fair districts that expired January 1, 2013.
