Establishes the Emergency Planning Grant Program administered by the State Department of Education to award $1,000,000 in competitive grants to local educational agencies for emergency planning activities.

Grant-supported activities include coordination with local emergency management systems, assessment of climate threats, organization of emergency response procedures, and development of emergency plans compliant with California's standardized emergency management system.

Prioritizes grant awards to local educational agencies facing the greatest risk from climate threats (including extreme heat, drought, flood, wildfire, and sea-level rise) or lacking capacity to prepare and respond without state assistance.

Requires the department to award grants by January 1, 2024, and grantees must use funds by June 30, 2026; department must report to the Legislature by November 1, 2026.

Program becomes inoperative and is repealed on January 1, 2027.
