Requires counties conducting statewide primary or general elections to provide an additional vote by mail ballot drop-off location on the main campus of each California State University within their jurisdiction.

Requires elections officials to request that University of California campuses authorize use of one location for ballot drop-off, with the UC system encouraged to comply.

Exempts campuses not in session for fall, winter, or spring term on the election day from the ballot drop-off location requirement.

Directs elections officials to give preference to California Community College campuses with at least 10,000 annual enrollment for ballot drop-off locations when selecting required drop-off sites.

Requires all ballot drop-off locations to be accessible to voters with disabilities and comply with general accessibility requirements.
