Establishes legislative goals for expanding California's substance use disorder treatment workforce through one-year and five-year plans to address alcohol and drug abuse treatment.

Requires school districts, California State University, University of California, and community colleges to report 2022-23 fiscal year data on prevention activities, budget allocations, and employment policies for substance use disorder professionals.

Directs the State Department of Health Care Services to conduct statewide needs assessments, quality assessments for addiction treatment, establish career ladders for addiction professionals, and adopt standards for peer and intervention specialists.

Requires the department to develop five-year plans in collaboration with other agencies, including grants, stipends, and loan repayment programs for counselors and licensed professionals enrolling in addiction-related coursework, with emphasis on cultural, linguistic, and geographic shortage areas.

Becomes inoperative on July 1, 2027, and repeals on January 1, 2028.
