Requires annual reports to the Department of Finance and Legislature containing program expenditure details, number of accounts opened, contribution amounts, parental engagement metrics, and investment returns.

Directs the board to include demographic information (ethnicity, gender, family income) in reports when available and without identifying individuals.

Takes effect immediately as an urgency statute to allow the board time to gather relevant data for its reporting deadline.
