Establishes the Certified Access Specialist Inspection Grant Program to assist small businesses in obtaining CASp (Certified Access Specialist) inspections for accessibility compliance, operating until January 1, 2028.

Defines small businesses as those with 50 or fewer employees on average over the past three years, eligible to apply for grants covering actual inspection costs up to $3,000 per inspection.

Requires the State Architect to develop grant evaluation criteria prioritizing applicants with demonstrated financial need and to award grants upon receipt of completed applications beginning January 1, 2023.

Appropriates an unspecified amount from the General Fund to the Certified Access Specialist Fund, with the State Architect authorized to use up to 5 percent for administrative costs.

Requires the State Architect to submit annual reports to the Legislature on program results beginning January 1, 2024.
