Requires the State Department of Social Services, in consultation with the State Department of Education, to develop the Whole Child Equity Framework and Whole Child Community Equity Screening Tool to identify highest-need communities and support equitable distribution of childcare and early childhood resources.

The Framework shall cover essential categories for children ages 0-13, including access to childcare, physical and mental health services, education, childhood adversity and community safety, economic well-being, and built environments.

Mandates convening a public workgroup including parents and families from historically underserved communities, childcare practitioners, health experts, and other stakeholders to provide recommendations on the Framework and Equity Tool's development and use.

Requires the State Department of Social Services to finalize and present the Framework, Equity Tool, and recommended uses to the Legislature by January 1, 2025.

Requires the State Department of Social Services to publish the tool, data, and methodology on its website for public use.
