Requires the State Department of Public Health to develop plans ensuring laboratory infrastructure can scale COVID-19 testing capacity to 500,000 tests per day within two calendar weeks.

Mandates that at least 90% of COVID-19 test results be returned to individuals and the department through CalREDIE within 24 hours of sample collection.

Authorizes the department to use laboratory infrastructure for other public health testing (sexually transmitted infections, influenza, respiratory syncytial virus, HIV) as long as COVID-19 testing capacity requirements continue to be met.

Requires the department to prioritize local public health laboratories and the state laboratory in planning and to consider sufficient staffing levels.

Clarifies that the bill creates planning requirements only and does not impose new duties on local public health laboratories.
