Extends the Carl Moyer Memorial Air Quality Standards Attainment Program authorization to fund broad-range emission reduction projects until January 1, 2034 (instead of limiting it to NOx reductions beginning January 1, 2024).

Extends the $6 motor vehicle registration fee surcharge limit for the Sacramento Metropolitan Air Quality Management District until January 1, 2034, with $2 per vehicle designated for the Carl Moyer Program and related air quality initiatives.

Extends the $6 motor vehicle registration fee surcharge limit for other air districts (except Sacramento) until January 1, 2034, and extends San Joaquin Valley Unified Air Pollution Control District authority to charge up to $30 surcharge through fiscal year 2033–34.

Extends the California tire fee at $1.75 per tire until January 1, 2034 (instead of reducing to $0.75 per tire beginning January 1, 2024), with $0.75 per tire directed to the Air Pollution Control Fund for air quality programs.

Requires a two-thirds vote of the Legislature for passage due to imposing a higher tax under California Constitution Article XIII A, Section 3.
