Authorizes the Public Utilities Commission to allow electrical corporations with 100,000+ customer accounts to terminate their green tariff shared renewables programs on or after April 1, 2023, through an advice letter process.

Maintains existing requirements for green tariff shared renewables programs including a statewide 600 megawatt capacity limitation with 100 megawatts reserved for disadvantaged communities, 100 megawatts for residential customers, and 20 megawatts for the City of Davis.

Requires participating customers to receive bill credits based on class average retail generation costs plus a renewables adjustment value reflecting time-of-delivery profiles and resource adequacy values.

Ensures nonparticipant ratepayer indifference by prohibiting cost shifts from participating to nonparticipating customers and requiring transparent tracking of all program revenues and costs.

Retires renewable energy credits on behalf of participating customers and allows utilities to exclude green tariff shared renewables generation from retail sales when calculating California Renewables Portfolio Standard compliance obligations.
