Requires the State Air Resources Board, in collaboration with the Natural Resources Agency and Department of Food and Agriculture, to identify a 2045 climate goal with interim milestones for natural and working lands to sequester carbon and reduce greenhouse gas emissions by January 1, 2023.

Mandates integration of recommendations into the scoping plan update regarding practices, financial incentives, technical assistance to landowners and tribes, and opportunities to enhance co-benefits such as water quality, climate resilience, and job creation.

Requires the State Air Resources Board to develop standard methods by January 1, 2024 for state agencies to consistently track greenhouse gas emissions, reductions, and carbon sequestration from natural and working lands, accounting for impacts of climate change.

Requires the state board to include and update information on natural and working lands climate goals in each subsequent scoping plan update after the initial 2023 deadline.
