Prohibits Riverside County, San Bernardino County, and cities within those counties from approving logistics facilities with 100,000+ square feet adjacent to sensitive receptors (residences, schools, daycare, hospitals, etc.) unless a 1,000-foot minimum setback is imposed or comparable alternative public health and safety measures are implemented.

Requires local agencies to make written findings based on substantial evidence if choosing alternative measures instead of the 1,000-foot setback to demonstrate the alternatives comparably reduce project impacts to public health and safety.

Mandates project applicants develop a written construction careers agreement requiring all construction work use a skilled and trained workforce and allocate a set percentage of jobs to local residents.

Declares the requirements apply to charter cities and address a statewide concern rather than a municipal affair.

Specifies that no state reimbursement is required because local agencies have authority to levy service charges, fees, or assessments to fund the mandated program.
