County courts must notify the Secretary of State monthly of findings regarding a person's competency to vote and the number of competency proceedings held, using forms adopted by the Judicial Council.

The Secretary of State must match court-provided identifying information against the statewide voter database and send matched records to county elections officials within three days, who then proceed with voter registration cancellation or restoration as applicable.

County elections officials must provide 15-30 days' notice by first-class mail before canceling a voter's registration, including a postage-paid return form and information in the voter's preferred language if required under the Voting Rights Act.

The Secretary of State must post monthly reports on its website showing the number of voting rights disqualifications and restorations by county and type, and provide annual web-based training to court executives and elections officials on voting disqualification procedures and legal standards.

All provisions become operative on January 1, 2024.
