Adds "acting as a cannabis caterer for a private event" to the definition of commercial cannabis activity under California cannabis law.

Authorizes the Department of Cannabis Control to issue state caterer licenses allowing licensees to serve cannabis at private events (not hosted, sponsored, or advertised by the caterer) to attendees 21 years of age or older, subject to local jurisdiction approval.

Limits caterer licensees to serving cannabis at no more than 36 events per calendar year at any single premises, unless the local jurisdiction approves additional events to meet substantial public demand.

Allows caterers to reuse unopened cannabis products from one event at subsequent events and permits alcohol and tobacco consumption at catered private events (subject to local law and ABC licensing requirements), unlike temporary event licenses which prohibit alcohol and tobacco.

Exempts cannabis caterer license applications from premises-specific documentation requirements (legal right to occupy location, landowner consent, compliance diagrams) that apply to other cannabis license types.
