Establishes the Excluded Workers Pilot Program administered by the Employment Development Department to provide income assistance to workers ineligible for state or federal unemployment benefits due to immigration status, operating from January 1, 2024 through December 31, 2024.

Provides eligible individuals $300 per week for up to 20 weeks of unemployment if they reside in California, earned at least $1,300 in gross wages or worked at least 93 hours over three calendar months in the prior 12 months, and are ineligible for unemployment insurance due to work authorization status.

Prohibits the department from requesting immigration or citizenship information, requiring proof of lawful presence, contacting employers to verify status, or recording immigration status; requires document retention only as necessary to administer benefits.

Declares personal information and program documents confidential and exempt from public records disclosure except by court order, warrant, or subpoena.

Requires the department to submit a report by July 1, 2025 with recommendations for establishing a permanent unemployment insurance program for workers excluded based on immigration status, informed by program evaluation and stakeholder input.
