Establishes a panel to conduct a study on creating an Association of Cooperative Labor Contractors to facilitate growth of democratically run, high-road cooperative labor contractors.

Panel composition includes the Secretary of Labor and Workforce Development, Director of Governor's Office of Business and Economic Development, representatives from the Speaker and President pro Tempore, and a Future of Work Commission representative.

Study must examine how to advance Future of Work Commission goals, incentivize association growth, promote democratic worker control (one-person one-vote, worker-ownership of voting shares and most hours worked), and ensure members offer high-road jobs with union rights and labor standards.

Panel must consult with organized labor, worker cooperatives, and business groups during stakeholder process to assess opportunities and challenges of expanding workplace democracy across major economic sectors.

Study must be completed and made publicly available online by June 30, 2024.
