Permits bicycle operators to proceed through a steady red arrow traffic-actuated signal after stopping if no vehicle has approached or is approaching as an immediate hazard.

Defines "immediate hazard" as an approaching vehicle that is so near or approaching so fast that a reasonably careful person would realize there is a danger of collision or accident.

Prohibits bicycle operators from claiming as a defense that they believed the signal was traffic-actuated when it was not, or that a traffic-actuated signal was inoperative due to bicycle size when it was not.
