Clarifies that notification to other parents or guardians under the Safe at Home address confidentiality program is not required if a court order prohibits contact between those parents/guardians and the minor children of the program participant.

Reduces the number of copies of summons, writs, notices, demands, or processes that must be delivered to the Secretary of State from 2 copies to 1 copy.

Authorizes the Secretary of State to terminate a program participant's certification if another state agency determines that false information was used in the application or if the participant relocates out of state.

Modifies address change notification requirements from 7 days to 30 days and requires the Secretary of State to attempt contacting participants by phone/email before terminating for nondeliverable mail.

Contains provisions allowing continued enrollment and mail forwarding for participants who relocate to states without an address confidentiality program, or up to 60 days for those moving to states with such programs.
