Requires any waiver of tribal sovereign immunity for accessing Safe and Affordable Drinking Water Fund resources to be narrowly drafted and negotiated with involvement of the board's tribal liaison.

Mandates the State Water Resources Control Board include its designated tribal liaison in all discussions with eligible recipients, unless the recipient requests their absence.

Requires the board to consider distribution of safe drinking water project funds to federally recognized and specified nonfederally recognized Native American tribes and make diligent efforts to ensure funds reach those tribes.

Directs the board to post annually on its website the number of funding inquiries and applications from tribes, the total amount of funding granted to tribes each year, and identify barriers to tribal funding approval if timely approvals are not occurring.
