California State University and community college districts must grant priority enrollment registration to student parents by July 1, 2023; University of California is requested to do the same.

Student parent is defined as a student with a child under 18 years of age receiving more than half their support from that student.

Community college Basic Needs Centers must provide information about CalEITC, YCTC, and WIC in addition to existing CalFresh enrollment assistance.

California State University and community colleges must include CalEITC, YCTC, and WIC information in campus orientation and on student account websites, and create a dedicated student parent web page by February 1, 2023.

The bill imposes state-mandated local program requirements on community college districts with potential reimbursement through existing state mandate procedures.
