Requires identification systems for merit system elections to ensure both fraud prevention and ballot secrecy for classified school and community college district employees.

Prohibits district representatives from marking ballots, except tabulation committees may uniformly stamp ballots in a consistent manner and location to ensure accurate counting.

Mandates at least one tabulation committee member be a classified employee designated by the largest exclusive representative of classified employees within the district.

Requires districts that communicate opposition to merit system adoption or support for termination to provide equal time and access to exclusive representatives of classified employees to communicate their opposing position.

Makes all unspecified election procedures subject to collective bargaining scope of representation, including rules for campaigning, election date/time/place, ballot translation, and polling place conduct.
