Requires state agencies to update their standardized regulatory impact analysis to reflect comments from the Department of Finance before finalizing major regulations proposed on or after November 1, 2013.

Mandates that if a major regulation is updated following the Department of Finance's comments, the agency must accept 30 additional days of public comment each time the regulation is updated and resubmit the analysis to the department for further review.

Requires the Department of Finance to adopt regulations by November 1, 2024, establishing a standardized format for communicating regulatory impact analysis results, including a single-page summary with all required information and proposed alternatives.

Modifies the notice of proposed action to require statement of results from the standardized regulatory impact analysis in accordance with the new standardized format regulations.
