Eliminates the requirement that petitioners publish notice of water rights transfer petitions in newspapers, replacing it with board posting on websites and email LISTSERV distribution.

Creates a new expedited process for petitions filed by January 31, with the board posting a list of all timely notices by February 15 and issuing decisions within 35 days of complete petition submission.

Establishes definitions for "temporary change" (one year or less), "consumptively used" water, and "transfer" (including exchanges) to clarify water rights transfer procedures.

Allows interested persons to register concerns by March 1 each year and requires the board to forward these concerns to the petitioner before petition submission.

Specifies that the board cannot deny or condition temporary changes to mitigate impacts not caused by the transfer itself, and limits state agencies from proposing unrelated mitigation conditions.
