Adds the Dominguez Channel watershed and Santa Catalina Island to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy's territory definition and jurisdictional scope.

Expands the conservancy's purposes to include acquiring and managing public lands, providing recreational and educational uses, and watershed improvement within the newly added Dominguez Channel watershed and Santa Catalina Island areas.

Updates the list of cities and communities within the conservancy's territory to include Avalon, Carson, Gardena, Hawthorne, Lawndale, Rancho Palos Verdes, San Pedro, Whittier, and Willowbrook, with specific portions of additional cities like Brea, Inglewood, Los Angeles, and Manhattan Beach.

Modifies territorial boundary descriptions to include the Dominguez Channel watershed bounded by Manchester Boulevard to the north and Los Angeles and Long Beach Harbors to the south, and Santa Catalina Island including the City of Avalon and unincorporated areas.

Updates the reference date for city and community boundaries from January 1, 2000 to January 1, 2023.
