Mandates that such writings or materials be made available on the state body's internet website and to requesting persons on the same day as distribution to members or at least 72 hours before the meeting, whichever is earlier.

Prohibits state bodies from discussing or taking action on items related to these writings or materials unless the state body has complied with the notice and availability requirements.
