Establishes the Equitable Access Program administered by the California Workforce Development Board to prioritize employment opportunities for local residents in construction, manufacturing, technical, maintenance, operations, or reclamation activities in the Salton Sea geothermal resources area.

Requires the board to provide technical assistance and establish frameworks for preapprenticeship, registered apprenticeship, and other training programs using high road construction careers or high road training partnerships models.

Mandates monitoring and tracking of hiring rates for Salton Sea geothermal resources area residents on battery manufacturing and lithium-based technology construction projects in the region.

Requires the board to monitor employment rates of local residents in operations and maintenance of geothermal power plants and lithium recovery facilities in the Salton Sea geothermal resources area.

Directs the board to provide technical assistance for creating infrastructure to ensure Salton Sea residents share benefits from program projects and to develop labor standards that deliver community benefits and economic development.
