Extends Alameda Hospital's deadline to achieve substantial compliance with state seismic safety standards for acute care inpatient hospital buildings from January 1, 2030, to January 1, 2032.

Requires Alameda Hospital to submit a compliance plan to the Department of Health Care Access and Information by January 1, 2024, detailing how it will meet seismic safety standards by the new January 1, 2032 deadline.

Requires the department to accept the hospital's plan if it is feasible to complete and prohibits the department from unreasonably rejecting, delaying, or imposing conditions on plan approval.

Mandates Alameda Hospital to submit biannual progress reports to the department beginning July 1, 2024, on its progress toward achieving seismic compliance by January 1, 2032.

Designates this extension as a special statute based on Alameda Hospital's unique financial challenges and its status as the sole emergency department and acute care facility serving over 70,000 residents on Alameda Island.
