Amends Public Utilities Code Section 2872 to expand the exemption for schools using automatic dialing-announcing devices to include contacting parents or guardians regarding the health or safety of pupils, in addition to attendance-related calls.

Schools may now use automatic dialing-announcing devices for pupil health and safety communications without Public Utilities Commission control or regulation.

Maintains existing restrictions prohibiting automatic dialing-announcing device calls between 9 p.m. and 9 a.m. California time, except for exempt entities.

Preserves existing exemptions for other entities including exempt organizations, cable television systems, public utilities, petroleum refineries, and emergency response agencies.
