Requires the Public Utilities Commission's public advisor to work with all commission divisions to ensure adequate transparency on the commission's internet website and be responsible for making commission activities as transparent as reasonably possible and consistent with applicable law.

Requires the commission to follow California Public Records Act procedures and timelines when responding to public records requests, including the timeframe specified in Government Code Section 7922.535.

Declares it is the Legislature's intent that greater transparency in the Independent System Operator's facilities and administered markets is in the public interest and requires specified information to be published timely on the ISO's website, including scheduling coordinator identities and outage records.

Authorizes actions to enforce the Bagley-Keene Open Meeting Act or California Public Records Act requirements to be brought against the commission in superior court, rather than being limited to appellate court jurisdiction.
