California State University shall establish, and University of California is requested to establish, inclusive college pilot programs for students with intellectual and developmental disabilities at four-year public postsecondary institutions, subject to legislative appropriation.

Inclusive college programs must serve students with intellectual and developmental disabilities age 18 and older, providing person-centered planning, educational credentials, academic enrichment, independent living skills, and integrated work experiences leading to employment.

Pilot program funds may support administrative salaries (program directors, coordinators), instructors, peer mentors, faculty training, assistive technologies, scholarships, student counseling, outreach, and data collection.

Inclusive college programs must pursue federal Comprehensive Transition and Postsecondary Program status to allow students access to federal financial aid and investigate long-term sustainability through multiple funding sources including Department of Rehabilitation and regional centers.

Defines "intellectual and developmental disabilities" as those with the same meaning as "developmental disability" under Welfare and Institutions Code Section 4512 and includes school districts, charter schools, and county offices of education in outreach efforts.
