Requires the State Department of Health Care Services to provide spending reports on the Youth Education, Prevention, Early Intervention and Treatment Account to the Legislature by July 10, 2023 covering fiscal years 2021–22 and 2022–23.

Mandates annual spending reports from the State Department of Health Care Services by July 10 each year beginning in 2024, covering expenditures from the Youth Education, Prevention, Early Intervention and Treatment Account for the prior fiscal year.

Applies to funds disbursed from the California Cannabis Tax Fund, which consists of cannabis-related taxes, interest, penalties, and other amounts authorized under Proposition 64.

Reports must be submitted to the Legislature pursuant to Government Code Section 9795.
