Authorizes the State Fire Marshal to require pipeline owners/operators to establish and maintain records, make reports, and provide information reasonably needed for hazardous liquid pipeline safety compliance under state and federal law.

Allows the State Fire Marshal to disclose pipeline records, reports, and information to state and federal officers for purposes of implementing pipeline safety requirements or relevant proceedings.

Expands the definition of "pipeline" subject to state regulation by removing the exclusion for crude oil pipelines operating by gravity or at stress levels of 20 percent or less of specified minimum yield strength.

Repeals specific pressure test result requirements and removes contingent funding provisions for the State Fire Marshal's centralized pipeline database.

Clarifies that the State Fire Marshal acts as federal agent to implement the Hazardous Liquid Pipeline Safety Act of 1979 for interstate pipelines within California.
