Establishes the Vehicle Tow and Storage Board in the Department of Consumer Affairs with nine members to regulate towing businesses and maintain a public database of permitholders and their fees.

Requires all towing businesses to obtain a Vehicle Tow and Storage Permit and pay annual fees ranging from $125 to $1,135.50 depending on fleet size before operating in California; violations result in fines up to $5,000 starting January 1, 2023.

Creates a dispute resolution process allowing vehicle owners to file complaints within 30 days of payment for unreasonable fees, excessive time charges, or permit violations, with penalties of up to $10,000 assessed against violators and 75% of penalties returned to complainants.

Amends towing and storage fee regulations to define "reasonable" charges based on rates in the same geographical area established by the California Highway Patrol, and expands the Towing and Storage Fees and Access Notice to include Vehicle Tow and Storage Board information.

Requires motor carriers releasing vehicles to obtain copies of both motor carrier permits and Vehicle Tow and Storage Permits from retrieving carriers before releasing vehicles via tow truck.
