Requires the California Air Resources Board to include an annual evaluation of carbon capture, utilization, and sequestration technologies in its report to the Joint Legislative Committee on Climate Change Policies, beginning January 1, 2023.

Evaluation must document specific details for each carbon capture project including location, technology, carbon capture rate, energy source, energy use, operating efficiency, air pollution impacts, employment, and cost-effectiveness compared to other emissions reduction measures.

Carbon capture efficiency assessment must account for three contexts: emissions from the capture technology installation only, emissions from energy required to operate the technology, and all facility emissions plus upstream emissions estimates.

Entities submitting data to the Air Resources Board may designate trade secrets and other confidential information as exempt from public disclosure under the California Public Records Act.
