Exempts vehicles registered to veterans displaying specific veteran license plates from tolls on toll roads, toll bridges, toll highways, vehicular crossings, and other toll facilities.

Requires the vehicle to be registered to a transponder or electronic toll payment device and display one of six specified veteran license plates: disabled veteran, Pearl Harbor survivor, Medal of Honor recipient, former American prisoner of war, Congressional Medal of Honor recipient, or Purple Heart recipient.

Excludes high-occupancy toll (HOT) lanes from the exemption.

Imposes a state-mandated local program requiring toll facilities to recognize and exempt eligible vehicles, with reimbursement to local agencies to be made pursuant to existing state mandate procedures.
