Student Aid Commission must convene a working group until July 1, 2025, with representatives from California Community Colleges, California State University, University of California, and faculty, staff, and students to research and develop recommendations for a pilot program covering postsecondary education costs.

Working group shall identify participating public postsecondary institutions, determine pilot program length, secure sustainable funding sources, and assess how the program would complement existing financial aid programs like Cal Grants.

Pilot program would allow qualified California resident students to enroll in participating public postsecondary institutions without paying tuition, fees, or other costs associated with attendance, with priority given to students with greatest financial need.

Working group must submit a report to the Legislature by July 1, 2025, outlining pilot program recommendations and including information on participating institutions, program duration, and available funding sources.

Section 66014.1 automatically repeals on January 1, 2026.
