Establishes a 5-year statewide pilot program administered by the State Department of Health Care Services to provide grants to cities for creating mobile mental health crisis response teams.

Requires grant-receiving cities to make mobile mental health crisis response teams a dispatch option for mental health emergency calls and to partner teams with local fire departments.

Mandates that crisis response teams be staffed by licensed clinicians with legal authority to take persons into custody under existing mental health hold statutes (Sections 5150 and 5585).

Requires cities to submit annual reports including data on team deployment, staffing, dispatch frequency, efficacy in reducing hospital emergency room and fire department workload, and patient outcomes.

Authorizes $50,000,000 in appropriations for the pilot program and repeals the program on January 1, 2029.
