Allows applicants who served in military operations supporting the United States during the Vietnam War for another country and later became naturalized citizens to request a "NON-US VIETNAM VETERAN" designation on their driver's license or identification card.

Requires applicants to provide proof of veteran status to the Department of Motor Vehicles, which may consult with the Department of Veterans Affairs to determine what proof is necessary.

Charges a one-time fee of $5 for the designation, with the department authorized to increase the fee by regulation up to $15 to cover processing costs.

Exempts from the fee any person eligible for a reduced-fee or no-fee identification card under existing law, including persons with low income or verified homeless status.
