Requires the Department of Transportation and local agencies with jurisdiction over streets and highways to use advanced technologies and material recycling techniques that reduce maintenance costs and greenhouse gas emissions, to the extent feasible and cost effective.

Mandates local agencies to apply standard specifications allowing recycled materials in streets and highways beginning January 1, 2024, matching or exceeding the Department of Transportation's October 22, 2018 standards for recycled base, subbase, asphalt, and concrete materials.

Exempts special districts, cities with populations of 25,000 or fewer, and counties with populations of 100,000 or fewer from the recycled materials requirements.

Provides that if the Commission on State Mandates determines this bill creates state-mandated costs, reimbursement to local agencies shall be made pursuant to Government Code Part 7, Division 4, Title 2.
