Extends the exemption for commercial fishers working on American vessels from the ABC worker classification test until January 1, 2026 (previously set to expire January 1, 2023).

Commercial fishers classified under this exemption are instead evaluated using the Borello multifactor test to determine employee or independent contractor status.

Commercial fishers remain eligible for unemployment insurance benefits if they meet the definition of "employment" under the Unemployment Insurance Code.

Requires the Employment Development Department to submit annual reports to the Legislature (by March 1 each year) detailing unemployment insurance applications, disputes, denials, and approvals for commercial fishers.
