AB 2960 Summary

• Extends indefinitely the authority for self-service storage facilities to send lien notices and related documents by electronic mail, removing the January 1, 2023 sunset date.

• Clarifies that real property transfer disclosure requirements applicable on the date parties enter a contract remain the requirements for that transaction, even if disclosure laws change afterward.

• Updates data broker definitions to conform with the California Privacy Rights Act of 2020 (Proposition 24).

• Requires courts to permit electronic filing of domestic violence and gun violence restraining order petitions, with electronic delivery of documents to petitioners by July 1, 2023.

• Makes various technical amendments to conservatorship law, trust administration, child support enforcement, and other probate and family law procedures.
