Prohibits courts from charging fees for non-commercial users to search for, download, or copy public court records accessed remotely.

Allows courts to charge fees to commercial users (those accessing 100+ records in 12 months for commercial purposes), with exceptions for nonprofits, attorneys acting for clients, and those using records for scholarly, journalistic, political, or government purposes.

Requires the Judicial Council to establish statewide commercial user fees or develop a process for courts to create their own fees by January 1, 2025.
