Limits forest land conservation easement requirements to purchases between January 1, 2019 and December 31, 2022; establishes new requirements for easements contracted on or after January 1, 2023, with minimum 40-acre threshold for existing forest lands.

Requires landowners to maintain and improve forest health through natural tree density and species composition, increase carbon sequestration and watershed functions, retain larger trees across age classes, and ensure long-term growth of larger trees.

Adds California Native American tribes to entities authorized to contract with the California Conservation Corps for services and be reimbursed for project costs.

Adds Greenhouse Gas Reduction Fund, California Cannabis Tax Fund, and Good Neighbor Authority Fund to accounts from which the Controller may transfer money to the Collins-Dugan California Conservation Corps Reimbursement Account; removes reference to Solid Waste Disposal Site Cleanup and Maintenance Account.

Updates California Conservation Corps workforce development provisions to reference any federal workforce development or investment act rather than specifically the Workforce Investment Act and Jobs Training Partnership Act; changes "termination" to "separation" regarding corpsmember services.
