Written requests to remove a voter's name from initiative, referendum, or recall petitions must now include the name or title of the petition, in addition to the voter's name, residence address, and signature.

References to "unsigned ballot statement" in vote-by-mail signature verification procedures are replaced with "unsigned identification envelope statement" throughout the Elections Code.

Elections officials must preserve all recall petitions for 8 months after election results or final examination, rather than having only the Secretary of State preserve petitions for state officer recalls.

The state will reimburse local agencies and school districts for any costs mandated by this legislation if determined by the Commission on State Mandates.
