Exempts races that are part of the Blue Grass Stakes race card from the 50 imported thoroughbred races per day limitation in California.

Allows the 1% deduction for pension plans or programs to include all reasonable, documented administrative expenses related to establishing, amending, operating, or terminating the pension plan or program.

Applies to thoroughbred racing associations and fairs that distribute audiovisual signals and accept wagers on out-of-state thoroughbred races conducted in the United States.
