Requires the Director of Alcoholic Beverage Control to submit a report to the Legislature no later than 120 days after the close of every other fiscal year, rather than only upon legislative request.

Mandates reports include funds allocated and spent by the department for licensing, enforcement, and administration for the previous 5 years.

Requires reporting on the number of licenses issued, renewed, denied, suspended, and revoked by license category for the previous 5 years.

Requires reporting on the number, type, and amount of penalties, fines, and other disciplinary actions taken by the department for the previous 5 years.

Maintains existing reporting requirements on average processing times for license applications and enforcement activities conducted by the department and local law enforcement agencies.
