Establishes application fee of $15,835 for special use (Type 99) licenses and corrects obsolete cross-references related to application fees.

Requires that when a new permanent license application is combined with a license transfer at the same premises, only the highest of the two applicable fees must be paid, rather than both fees.

Prohibits charging report submission fees for duplicate licenses issued to branch office locations and for club or veterans' club licenses issued to nonprofit or fraternal organizations.

Extends authorization for distilled spirits manufacturers and winegrowers to provide free entertainment, food, and beverages at invitation-only events until January 1, 2028 (previously set to expire January 1, 2023).

Extends authorization for beer manufacturers to provide retail advertising glassware to on-sale retailers until January 1, 2026 (previously set to expire January 1, 2023).
