AB 2973 Summary

• Revises California Community Colleges mission to include "instruction and additional learning supports to close learning gaps" instead of "remedial instruction," and adds provision of student support services to facilitate academic success.

• Changes terminology from "remedial" to "pretransfer" and "basic skills" to "foundational skills" throughout Education Code sections related to community colleges and higher education.

• Expands GI Bill tuition exemption for nonresident students to include the Survivors' and Dependents' Educational Assistance program (Chapter 35 of Title 38, U.S. Code), effective for academic terms beginning August 1, 2021 or later.

• Adds "California State Polytechnic University, Humboldt" to list of protected CSU names, and clarifies that establishing or modifying admission criteria for impacted majors requires community notice and consultation, though discontinuing such criteria can proceed without these requirements if published and approved by the Chancellor.

• Authorizes community colleges to offer supervised tutoring for foundational skills and degree-applicable courses as eligible noncredit instruction for state funding purposes.
