Requires state agencies to establish a 25% small business participation goal for contracts over $500,000 funded by the federal Infrastructure Investment and Jobs Act (Public Law 117-58).

Mandates state agencies notify their small business liaisons beginning April 1, 2023, of anticipated contracting opportunities funded by the Infrastructure Investment and Jobs Act over the following 12 months.

Exempts agencies from these requirements if federal law precludes small business participation, a disadvantaged business enterprise requirement applies, or compliance would reduce competitiveness of a federal grant application.

Requires state agencies to report annually to the Director of General Services on small business and microbusiness participation dollars compared to total contract dollars for Infrastructure Investment and Jobs Act-funded projects.

Applies same small business participation goals and reporting requirements to contracts funded by California's 2006 infrastructure bond acts.
