Authorizes the Department of Parks and Recreation to enter into community access agreements with qualified nonprofit public benefit corporations and Native American tribes to provide interpretive services and visitor services at state parks for underserved populations until January 1, 2028.

Defines "underserved park users" as populations facing barriers to park access due to geographic location, socioeconomic status, language barriers, disabilities, immigration status, age, sexual orientation, gender identity, or other factors determined by the director.

Permits eligible entities to offer free or reduced-cost park access and activities such as hiking, mountain biking, kayaking, and cultural programs that connect underserved communities to natural, cultural, and historic resources.

Allows the department to provide department personnel services and space for eligible entities' equipment and programs within state park units at its discretion.

Requires the department to submit a report to the Legislature by December 31, 2027, detailing participating parks, public benefits, revenues, expenditures, and overall benefits from community access agreements, with the provision expiring January 1, 2028.
